IMPACTFUL – Integrated Multi‑Criteria Policy Framework for Animal Disease Control

IMPACTFUL (a EUP AH&W-prosjekt (EU Partnership on Animal Health & Welfare) develops integrated decision‑support strategies for animal disease and zoonoses control, combining epidemiology, economics, animal welfare, environment and public health. Using systems thinking and multi‑criteria decision analysis across terrestrial and aquaculture case studies, the project also delivers a Monitoring, Evaluation and Learning (MEL) framework and targeted training for risk managers.

Background

Decision‑making in animal health requires balancing epidemiological, economic, animal‑welfare, environmental and public‑health considerations. While individual assessment tools exist, there is a need for integrated approaches that capture how these dimensions interact within complex livestock and aquaculture systems. Structured methods for monitoring and evaluating policies are also needed to support continuous improvement.

Objectives

IMPACTFUL aims to develop integrated strategies that support national and international decision‑makers in animal‑health and animal‑welfare policy. The project brings together epidemiological, economic, environmental and welfare assessments and applies systems thinking and multi‑criteria analysis to provide comprehensive decision support. It will also create a Monitoring, Evaluation and Learning (MEL) framework and develop training materials and tools for risk managers.

Project approach

Using case studies from both terrestrial animals and aquaculture, IMPACTFUL will develop and test integrated methods for assessing disease burden and evaluating control strategies. The project combines existing models, data, systems‑analysis methods and stakeholder engagement to deliver practical and applicable decision-support tools. A strong emphasis is placed on co‑creation with authorities to ensure real‑world relevance.

Expected impact

IMPACTFUL will provide policymakers with improved, holistic evidence for evaluating disease prevention and control options. It also strengthens institutional capacity through training and openly available resources. The project supports implementation of the Animal Health Law and contributes to sustainability goals related to food security, climate, oceans and biodiversity.
